Bondtally by Atesen Software

For purchasing and accounts payable

Buy Bondtally by card, purchasing card or purchase order.

Everything a purchasing office asks for, on one page: who the seller is, how to pay against a PO and an invoice, the W-9, the refund policy, security and a sole-source letter to adapt. Every plan is a one-time payment for 12 months and costs less than the federal micro-purchase threshold.

  • Seller of record: Paddle.com Inc.
  • PO and invoice, net 30
  • W-9 on request
  • 14-day full refund
  • No contract, no auto-renewal

Three ways to pay

Use the route your finance office already uses.

Card or purchasing card

Pay online in about two minutes. The Paddle checkout applies FOUNDING40 automatically until 30 Nov 2026, adds sales tax where it applies and emails the receipt and invoice. Your licence key appears on screen.

Purchase order and invoice

Make the PO out to Paddle.com Inc. and email it to support@atesensoftware.com. We send a Paddle invoice with your PO number on it, payable net 30 by bank transfer or card, and email your licence key once the PO is confirmed, so your team can start before the invoice is due.

Email your PO

Quote first

Purchase limits

Every plan is below the federal micro-purchase threshold.

The federal micro-purchase threshold has been $15,000 since 1 October 2025 (FAR 2.101). Purchases under federal awards use the same threshold unless your organisation set a different one (2 CFR 200.320). States, districts and utilities often have their own small-purchase rules: check your own limit.

Subject: Sole-source justification for Bondtally

We request approval to buy a 12-month licence for Bondtally, browser software that tests the arbitrage rebate spending exceptions of tax-exempt bonds and computes the rebate amount and the Form 8038-T values, for $[amount] (plans cost $474–$2,340 with the founding offer, $790–$3,900 list). The seller of record is Paddle.com Inc., reseller and merchant of record for the publisher, Atesen Software.

Bondtally is the only product we found that meets all of these requirements:
- it runs in the browser: bond and investment records are not uploaded to any vendor
- it tests the 6-month, 18-month and 2-year spending exceptions, retainage, the de minimis rule and the small issuer exception
- it computes the rebate amount by the future value method of 26 CFR 1.148-3 and reproduces the regulation's worked example every time it opens
- it lists every installment and final computation date of each issue with its 60-day payment date
- it produces a rebate report, a Form 8038-T worksheet, a workbook and a calendar

We also considered [other products or methods] and found that [why they do not meet the requirements, e.g. price, data leaving our network, or missing checks].

The price is below our [micro-purchase / small-purchase] limit of $[limit]. The licence is a one-time payment for 12 months with no automatic renewal, and the publisher refunds the full amount if we ask within 14 days of purchase.
